Which beta route do you have?
Signing up may earn an invitation, but it is not guaranteed. Epic Pack and Collection explicitly include Beta Access; Heroic Pack does not.
Quick answer
You can sign up for a chance without paying. For Beta Access as a listed pack benefit, the minimum is Skyborne Epic Pack.
